The Chief Operating Officer of ZAMMLER GROUP explained how new licensing requirements will change the road transport market

On 17 April 2025, the President of Ukraine signed Law No. 4337-IX, which introduces new standards in road transport. This brings Ukraine closer to European requirements and creates new rules for all market participants: international freight and passenger transport, as well as the transport of dangerous goods.

Only companies that meet the following criteria will be able to obtain a licence:

have an impeccable reputation (no criminal convictions or violations in the transport, economic or labour spheres),

confirm their financial capacity (bank guarantee or insurance),

have a professional manager with a valid 10-year certificate.

Oleksandr Kyryliuk, Chief Operating Officer of the ZAMMLER group of logistics companies, comments:

“Today, the licensing rules are quite formal and accessible in terms of finance. Now everything will change. Not everyone who wants to will be able to carry out transportation. The law structures the market and forces all participants to be responsible. It will no longer be possible to simply buy a truck and start working. You need knowledge, certificates and an understanding of how the market works.”

The new requirements apply to everyone, even existing carriers. Within a year after the law is published — by 19 April 2026 — they must confirm their financial capacity and competence, otherwise their licence will be revoked.
